The Frankfurt financial center report examines how banks and capital markets can finance investment in Germany. Frankfurt Main Finance and the Hessian Ministry for Economic Affairs are its publishers. Frankfurt Main Finance and the Hessian Ministry for Economic Affairs publish the report jointly. Boston Consulting Group coordinated its preparation on behalf of the association. The intended readers include financial professionals and the public, as well as policymakers at the municipal, state and federal levels.

The material comes from financial institutions, industry associations and researchers. That explains its combination of sector data and policy positions. A recommendation expresses a proposed course of action; it does not establish that a government or supervisor has adopted it.

The assessment of Frankfurt's financial sector

The sector review covers banks, asset management and insurance. It also examines stock exchanges, market infrastructure and private markets. The subject is the financing capacity of the capital market in Frankfurt, including capital that reaches companies through funds or private investment.

The report's main chapters then follow six areas of the Frankfurt financial center strategy: the location itself, risk and regulation, innovation and startups, sustainable finance, academia and education, and marketing and communication. Private savings and long-term investment

The main focus is capital formation: how private savings can help finance investment and how households can participate in capital markets. Occupational pensions and private retirement provision are part of that discussion. The proposals concern the design of the pension system and the conditions for participation, not a recommended portfolio for an individual investor.

The German Insurance Association contributed insurance-sector data and connects retirement savings with long-term financing for infrastructure and businesses (in German). This adds an institutional-investor perspective to the discussion. Savings, investment commitments and money available for a particular project are different measures; none should be treated as interchangeable.

Figures, definitions and comparisons

A financial center combines institutions with different activities and different geographic footprints. A Frankfurt bank can finance a company elsewhere, while a fund managed in Frankfurt can hold assets across several countries. A figure for the city therefore answers a different question from a figure for Hesse or Germany.

When comparing the report with another study, check the reporting period, the geographic boundary and the definition of the measure. An asset stock is different from a flow of new investment. A count of institutions is different from the value of assets they manage. These checks matter more than a single headline number.

Sustainable finance and digital infrastructure

The Sustainable Finance Cluster is a contributor to the report. The sustainable-finance chapter examines how private and institutional capital can finance the transition of the economy. The discussion connects financing needs with digital innovation and with the conditions under which investors commit funds.

From recommendations to implementation

Publication is not proof that every proposal has been implemented. Some recommendations address European institutions, others federal or state authorities. A change in supervision or pension rules requires a decision by the competent institution. Readers looking for implementation status should distinguish adopted measures from recommendations and check the relevant official decision.
