Leipzig as a finance city
The European Energy Exchange (EEX) is part of Deutsche Börse Group and has its headquarters in Leipzig, where more than 650 people work in the Panorama Tower on Augustusplatz. According to its fact sheet, EEX runs an electronic trading system for power, natural gas, emission allowances, guarantees of origin, freight and agricultural products. Its trading participants are energy producers, industrial companies, trading houses, brokers and banks; private individuals cannot trade there.
The Deutsche Bundesbank (in German) runs its regional head office for Saxony and Thuringia from Leipzig, with branches in Chemnitz, Erfurt and Leipzig. The Sächsische Aufbaubank (in German), SAB for short, is by law the central development bank of the Free State of Saxony and has its seat in the city. Giesecke+Devrient, a SecurityTech group based in Munich, was founded in Leipzig in 1852.
Startups, hubs and blockchain in Leipzig
SpinLab is an innovation hub partnered with the HHL Leipzig Graduate School of Management. Its accelerator program is free, takes no equity, and runs from a coworking space in Leipzig's historic cotton mill; SpinLab says it has helped more than 240 founders since 2015. Together with the City of Leipzig it sponsors the Smart Infrastructure Hub, Leipzig's site in the federal Digital Hub Initiative. The Leipzig newspaper L-IZ (in German) describes the city as a growing center for blockchain and financial technology. It points to the business informatics degrees at Leipzig University as a source of staff and to the former factories of Plagwitz along the Karl Heine Canal, where several fintech startups have their offices.

EEX is an exchange under the German Exchange Act and a regulated market under MiFID, and its exchange supervisory authority is the Saxon State Ministry for Economic Affairs, Labour, Energy and Climate Action in Dresden. A market surveillance unit checks that trading and pricing on the exchange are fair and free of manipulation.
