AI in finance Berlin

AI in finance in Berlin is the use of artificial intelligence in the city's financial services and financial technology businesses. Models learn patterns from data and apply them to a defined information-processing task. The field includes software that supports employees and technology used within a digital service for customers.

Berlin combines financial technology businesses with research in machine learning and data management. BIFOLD at TU Berlin studies the foundations needed to process complex data and build reliable learning systems. For financial services, that work is relevant to assessing whether a model's output is understandable and suitable for its intended use.

A finance sector built on apps

Berlin has no stock exchange and no central bank head office, so its finance sector grew around banks, insurers and, over the last decade, fintechs. Berlin Partner for Business and Technology counts 652 financial services companies with about 13,500 employees in the city, and 28 central banks and credit institutions have a presence there. More than a third of German fintechs are based in Berlin, among them the neobank N26 and the neobroker Trade Republic, as the fintech in Berlin page explains.

A Berlin fintech has no branch network and few phone lines, so the first AI a customer meets is usually in the app: a chat that answers account questions, a check that stops a suspicious card payment, a model that sorts transactions into categories. Frankfurt's large banks start AI projects in back offices and research teams, and Berlin's app providers start in the customer chat.

The N26 AI assistant for customer service

N26 holds a full EU banking license and serves customers across Europe from Berlin. N26 built an AI assistant for customer service on the open-source framework Rasa and ran it in its own secure cloud environment. According to the case study from Rasa, the assistant works in five languages in the mobile and web app, handles tasks such as reports of lost or stolen cards, and took over 20 percent of customer service requests soon after going live, with 30 percent as the next target.

A chatbot like this is not a high-risk system under the EU AI Act, but the customer must be told that they are talking to an AI. BaFin names customer chatbots as one of the AI uses it supervises at banks under the German act implementing the AI Act. The heavier duties start once a neobank or a buy-now-pay-later provider uses a model to score the creditworthiness of a private customer: that use is high-risk under Annex III of the AI Act, with human oversight and a fundamental rights assessment before first use.

BIFOLD, ai.berlin and the research side

The Berlin Institute for the Foundations of Learning and Data (BIFOLD) came out of the 2019 merger of two national AI competence centers, the Berlin Big Data Center and the Berlin Center for Machine Learning. BIFOLD is based at TU Berlin, with Charité Universitätsmedizin Berlin as institutional partner, and it is one of Germany's six national AI centers with permanent funding from the State of Berlin and the federal research ministry. The work at BIFOLD on data management and scalable machine learning is the part closest to finance, where models run on very large transaction and market data sets.

ai.berlin is a platform for artificial intelligence in Berlin and Brandenburg. ai.berlin connects business, research and the public sector and runs the ai.berlin hub at CIC Berlin, a space for events, workshops, office hours and networking. For a finance team looking for AI partners in the city, the directory on ai.berlin is a practical first stop.

The rules for AI at a Berlin bank or fintech

A Berlin fintech follows the same rules as one in Frankfurt or Munich. BaFin supervises from Bonn and Frankfurt and has no Berlin office. Under the German act implementing the AI Act, BaFin also supervises AI that banks and payment firms use in direct connection with regulated business, while AI outside regulated business, such as recruiting software, falls to the Bundesnetzagentur.

Many Berlin fintechs rely on banking-as-a-service platforms and cloud providers, and every AI model they buy runs on someone else's infrastructure. Under DORA, each of those contracts belongs in the register of ICT third-party arrangements, and a model that supports a critical function needs exit plans and audit rights in the contract. The EU AI Act in financial services page lists the AI duties by role.
