Permissions and examinations for financial intermediaries

The IHK handles permission and registration for financial investment intermediaries under section 34f of the Trade Regulation Act in its district (in German). The chamber also conducts the relevant knowledge examination. The permitted product categories determine the scope of that permission.

The chamber offers examinations for mortgage intermediaries under section 34i and registers those intermediaries. The competent local authority grants the mortgage-intermediary permission. These trade-law procedures differ from a BaFin authorization for banking or other regulated financial services. A business must establish which regime applies to its actual activity and which services its registration covers.

Advice on innovation and digital business

The IHK innovation team advises companies on technology development and cooperation with research institutions. Its services include orientation on innovation financing and intellectual property. The team can help a company identify the appropriate specialist contact before committing to a development project.

The BIEG service provides advice on digital business, including online marketing and e-commerce. Smaller firms can use that support to assess their website or digital sales activity. The IHK also provides information on AI and IT security through its innovation services. Financial firms need to consider their separate supervisory requirements when adopting these tools, particularly for AI in finance.

Practical AI training for finance teams

The IHK offers professional training on the practical use of AI in finance (in German). The program covers generative and analytical AI, with exercises on financial applications. Legal and ethical questions form part of the course, alongside decisions about integrating AI into existing work.

The training addresses finance professionals who need to assess where AI is useful and how people remain responsible for the result. This differs from assuming that a tool is suitable simply because it is available. A course participation certificate is not a regulatory approval for a financial product or permission to operate a regulated business.

Support for an AI and quantum application center

The IHK supports the development of an AI and quantum-computing application center at Frankfurt's Bertramshof (in German). House of Digital Transformation leads the project, with funding from the Hessian digital ministry. The IHK contribution connects the project with practical business needs.

For finance, this sits alongside wider work on quantum computing in Frankfurt. The institutional roles matter: the chamber supports the project but should not be confused with its operator. Individual use cases still need evaluation against the requirements of the business and its customers.

Is the IHK a financial supervisor?

The IHK is a chamber with public responsibilities, not Germany's general financial supervisor. BaFin has separate duties in financial supervision. IHK advice or training does not remove licensing requirements, even when a business uses a new technical model.
