Luxembourg for Finance

Luxembourg for Finance (LFF) is the agency that promotes Luxembourg's financial center in other countries. It was set up in 2008 as a public-private partnership between the Luxembourg state and PROFIL, the federation of the financial industry, and the Minister of Finance chairs it. Its CEO since September 2024 is Tom Théobald.

LFF puts firms that want to build a financial business in Luxembourg in touch with the right people in the country. It runs events, publishes figures and reports on the financial center, and produces a podcast. LFF grants no licenses: banks, funds and payment firms are authorized by the CSSF.

Founders, board and management

The state and PROFIL founded LFF together, and its board appoints the chief executive. Tom Théobald took over on September 1, 2024 from Nicolas Mackel, who had led the agency since 2013 and became Luxembourg's permanent representative to the European Union. Tom Théobald was deputy CEO of LFF from 2014 to 2019 and then ran the promotion of the financial center at the Ministry of Finance. Simon Gorbutt has been deputy CEO since August 2023.

LFF is one of the four founders of the Luxembourg Sustainable Finance Initiative, together with the Ministry of Finance, the Ministry of the Environment and the High Council for Sustainable Development.

Fund figures from Luxembourg for Finance

LFF publishes the headline figures of the financial center. Its report on 2025 put assets in Luxembourg-domiciled funds at EUR 8.2 trillion at the end of the year, more than 50 percent higher than five years earlier, with alternative funds at 35 percent and ETFs at EUR 531.8 billion.

The CSSF counts fewer fund vehicles and put the net assets of funds in the Luxembourg financial center at EUR 6,686.57 billion at the end of July 2026.

Events and the industry associations

LFF holds events in Luxembourg and in other financial centers, where banks, fund firms and the ministry present the country to investors and firms. In Luxembourg the agency works with the industry associations: the ABBL for banks, ALFI for funds and the LPEA for private equity, which is itself a member of LFF.
