Savings and Investments Union
The Savings and Investments Union, or SIU, is the strategy of the European Commission to turn more of the savings of EU households into investment in EU companies. The Commission presented it on 19 March 2025, and it continues the earlier Capital Markets Union with a wider scope that includes banking, pensions and supervision.
The Commission cites the Draghi report on European competitiveness, which put the extra investment the EU needs at 750 to 800 billion euros per year by 2030. Much of the savings of EU households sits in bank deposits, and the SIU aims to move more of that money into capital markets that finance companies across borders.
The four strands of the strategy
The SIU strategy sorts its measures into four strands. The first covers citizens and savings, with savings and investment accounts, supplementary pensions and financial literacy, and the second covers investments and financing, with securitization, equity investment and venture capital.
The third strand covers integration and scale, which means fewer barriers for trading, post-trading and asset management across member states. The fourth strand covers efficient supervision in the single market, with more direct supervision at EU level for the largest cross-border market participants.
Measures adopted since 2025
The Commission proposed new securitization rules on 17 June 2025, and on 30 September 2025 it published a recommendation on savings and investment accounts together with a financial literacy strategy. Guidance on equity exposures followed on 29 October 2025, and a supplementary pensions package followed on 20 November 2025.
On 4 December 2025 the Commission adopted the Market Integration and Supervision Package, which turns the integration and supervision strands into draft laws. In 2026 it consulted on private equity exits from 2 March to 11 May, published a communication on banking competitiveness on 17 July and presented new financial literacy initiatives on 23 July.
What comes next
A review of the EuVECA regulation for venture capital funds is planned for the third quarter of 2026, and the Commission will review the strategy as a whole in the second quarter of 2027. The legislative proposals, among them the MISP, still need the agreement of the European Parliament and the Council before they apply.
Upcoming fintech and finance events in Europe
Tokenization and DLT in the SIU
Distributed ledger technology enters the SIU through the market integration package. Its proposals raise the limits of the DLT Pilot Regime and give ESMA direct supervision of significant crypto-asset service providers under MiCAR, in the same package as stock exchanges and central securities depositories.
The European Digital Finance Association answered the consultation on private equity exits on 6 May 2026 and published its response on its website. In Germany the Bundesverband für elektronische Wertpapiere answered the MISP consultation in February 2026 and signed an open letter on the package in March.
The SIU and the Capital Markets Union
The Capital Markets Union was the EU program for capital markets from 2015, with action plans in 2015 and 2020. The SIU takes over its goals and adds bank funding, pensions and supervision to them.
For companies the SIU promises easier access to equity and bond markets in other member states, and for investors simpler access to products sold across borders under an EU passport.
The SIU and Finance Loop
Banks, asset managers and fintechs in the Finance Loop network follow the SIU because its draft laws change how they sell funds, settle trades and reach investors in other member states. Finance Loop brings their regulatory, product and strategy teams together, so they can compare how the proposals affect their business before the laws are final.
Finance Loop is a professional network and has the goal of driving the institutional use of emerging technologies in finance, such as AI, tokenization, stablecoins, and DeFi. Finance Loop helps its members build skills and personal networks in these fields: Investment & Digital Assets, Payments & Digital Money, Digital Infrastructure & Sovereignty, and Risk & Compliance.
