Berlin Financial Center
The Berlin financial center is the finance industry of the German capital: banks, insurers, investment firms and the largest group of fintech companies in Germany. Berlin is also where German financial law is written. The Federal Ministry of Finance drafts financial market legislation and oversees BaFin, and the Bundestag passes the laws.
In the Global Financial Centres Index of September 2026, Berlin ranked 45th among the world's financial centers and 21st in the index's separate fintech ranking, the best fintech rank of any German city. Frankfurt ranked 29th overall and 45th for fintech. Berlin's location initiative, the Berlin Finance Initiative, promotes both the established institutions and the newer firms.
Berlin in the Global Financial Centres Index
The GFCI 40 report gave Berlin a rating of 714, which put the city 45th, four places lower than in March 2026. In the fintech ranking Berlin rose nine places to 21st, ahead of Luxembourg at 34th, Munich at 42nd and Frankfurt at 45th; only Zurich, at 19th, ranked higher among the centers of the German-speaking countries. The Global Financial Centres Index combines statistical factors with assessments by finance professionals.
The Investitionsbank Berlin counts 189 active fintechs in the city, and the Berlin Finance Initiative reports EUR 7.4 billion of fintech investment in Berlin over ten years. Banks and insurers in Berlin are described at finance in Berlin, and the startups at fintech in Berlin.
The Berlin Finance Initiative and the House of Finance and Tech
The Berlin Finance Initiative (BFI) promotes traditional and new financial market players in Berlin and wants to make the city a finance and technology location that is unique in Europe. Its co-CEOs are Achim Oelgarth and Maximilian Riege. The BFI works with the State of Berlin and Berlin Partner, and it has a representative in the United States.
The BFI is a co-shareholder of the de:hub FinTech Berlin, which runs the House of Finance and Tech (HoFT), a coworking space for fintechs with events such as the FinWell Summit. The de:hub belongs to the federal Digital Hub Initiative. FIBE, the Berlin fintech festival organized by Messe Berlin, counted more than 2,000 attendees from almost 50 countries at its last edition, according to the BFI.
