OSL
OSL is the brand of OSL Group, a stablecoin payment and trading company from Hong Kong, whose parent OSL Group Limited is listed on the Hong Kong Stock Exchange under code 863. Its business clients hold stablecoins, digital assets and fiat currencies in one account and send payments to more than 170 countries.
In Europe, OSL works through OSL EU GmbH in Vienna, which the Austrian Financial Market Authority FMA authorized as a crypto-asset service provider under MiCA in July 2026. Marie Winter is Managing Director of OSL EU, and Kevin Cui is Chief Executive Officer of OSL Group.
Authorization by the FMA under MiCA
The interim MiCA register of ESMA lists OSL EU GmbH at Julius-Tandler-Platz 3 in Vienna, with an authorization under Article 63 dated 7 July 2026. The FMA decision still named the company CIGE Vierte PGG GmbH, and OSL announced on 9 July 2026 that it would take the name OSL EU GmbH.
The register lists passports for all 29 other countries of the European Economic Area, so OSL EU can serve clients in every EU member state as well as Iceland, Liechtenstein and Norway. Austria is the home member state, and the FMA supervises the company for all of these countries.
Four services in the authorization
The authorization covers custody of crypto-assets for clients, the exchange of crypto-assets for funds and for other crypto-assets, and transfer services for clients. OSL describes the same scope in its own words as custody, spot trading, on-ramp and off-ramp conversion and transfers of crypto-assets.
The register lists no operation of a trading platform, no execution of orders and no advice or portfolio management for OSL EU. A CASP license names each authorized service separately, and OSL EU would need an extension from the FMA to add any of them.
Authorized after the end of the transition
The MiCA transitional period ended on 1 July 2026, and from that day firms needed a full CASP authorization to serve clients in the EU. OSL wrote that about 210 of more than 1,200 firms with national registrations held such an authorization by the deadline.
The FMA decision for OSL EU followed six days after the deadline. OSL Group said that it holds or is pursuing more than 50 trading and payment licenses worldwide, in Asia, Australia, the United States, Canada and Europe.
