Fintech Hamburg

Fintech in Hamburg brings financial technology businesses into a city with a longstanding banking and securities trading sector. Startups and software providers develop tools for payments, investing and other financial processes. The Hamburg Stock Exchange and private banks such as Berenberg form part of the established financial environment around these businesses.

Financial technology connects digital customer services with the operational work of financial institutions. Providers need to understand transaction processing, security and the rules relevant to their products. Hamburg's fintech activity brings these requirements together with the city's existing financial businesses and its startup community.

Hamburg as a finance city

Berenberg goes back to a trading house the brothers Hans Berenberg and Paul Berenberg started in Hamburg in the 16th century, and it is still run by personally liable partners. The Hamburg Stock Exchange is the oldest exchange in Germany. Today it belongs to BÖAG Börsen AG, which also runs the exchanges in Düsseldorf and Hannover, where shares, bonds and funds are traded.

Hamburg Commercial Bank, the former HSH Nordbank, lends mainly to shipping, transport, real estate and renewable energy. Hamburger Sparkasse is the city's savings bank. The Deutsche Bundesbank runs its regional office for Hamburg, Schleswig-Holstein and Mecklenburg-Vorpommern from Willy-Brandt-Strasse.

Trade finance, shipping loans, private banking and insurance explain much of what Hamburg fintechs build. Many of them sell to the companies next door: exporters, online retailers, insurers and asset managers.

Rules and supervision that apply

A fintech in Hamburg follows the same rules as one in Munich or Frankfurt. BaFin licenses banks, payment institutions and investment firms from its offices in Bonn and Frankfurt; Hamburg has no regulator of its own. Payment startups work under the second Payment Services Directive, PSD2, which also lets licensed providers read bank account data when the customer agrees.

Banks, insurers, payment firms and crypto service providers also fall under DORA, the EU law on digital operational resilience. For a young company that sells software to a Hamburg bank or insurer, DORA shows up in the contract: the customer has to keep a register of its IT providers, test them and have an exit plan. Crypto firms need a license under MiCA.
