Payments in Frankfurt
The European Central Bank operates TARGET and TIPS, the euro area's settlement systems for large and instant payments, from Frankfurt. The Frankfurt Payments Network, with more than 250 members, runs monthly meetups here, and card, instant-payment and banking-as-a-service firms are based in the same city. Dated meetups and events are in the calendar below.
Frankfurt: where the euro area's payment rails are run
Frankfurt is the seat of the European Central Bank, which operates TARGET, the settlement system euro area banks use to move large payments between each other, and TIPS, its instant-payment settlement service. The Deutsche Bundesbank, also based in Frankfurt, connects German banks to these systems and supervises payment institutions together with BaFin, whose payments unit sits in the same city. A payments company that wants direct access to central bank settlement, without a correspondent bank in between, deals with institutions headquartered in Frankfurt.
The city's private banks add to the picture. Deutsche Bank and Commerzbank run their head offices from Frankfurt and each operate large payments and cash management divisions for corporate clients across Europe. Deutsche Börse Group, also headquartered in Frankfurt, settles securities through its Clearstream and Eurex units, and its subsidiary Crypto Finance now offers custody and staking for digital assets from the same city.
The Frankfurt Payments Network
The Frankfurt Payments Network (FPN) is a non-commercial association founded in 2011 with more than 250 individual members from banks, payment service providers, consulting firms and law firms. It runs monthly meetups, webinars and happy hours where members discuss instant payments, digital wallets such as Wero, stablecoins, fraud and self-sovereign identity. In 2026, TechQuartier named FPN a new ecosystem partner, a step that links FPN's established payments professionals with startups in TechQuartier's innovation programs.
Payments companies and rules in Frankfurt
Global card and payment processors keep offices in Frankfurt to serve the German market, next to smaller specialists in banking-as-a-service and embedded finance that plug bank rails into other companies' apps. Every one of them, wherever their headquarters sit, answers to BaFin's payments supervision if they serve German customers: a license under the Zahlungsdiensteaufsichtsgesetz, safeguarding of customer funds, and since 2025 the EU's Digital Operational Resilience Act for their IT risk. See payments in Germany for how that license process works.
Frankfurt's role as home to the ECB and Bundesbank also puts it at the center of the next EU payments rulebook, the Payment Services Regulation, expected to apply from 2027 with an IBAN name check and tighter fraud-liability rules.
Card and merchant payments from Frankfurt
VR Payment, the card payments arm of the Volksbanken Raiffeisenbanken cooperative banking network and a member of DZ Bank Group, runs its main office in Frankfurt with about 400 employees across card terminals, network operation and e-commerce payment acceptance. It is one of the few large German payment providers still owned by banks and not by an international payments group, which makes it a reference point for merchants who want a domestic acquirer instead of a US or UK-based one.
International processors keep smaller Frankfurt offices to serve German merchants directly, close to the banks that hold the merchant accounts behind card acceptance. For a merchant comparing providers, the practical difference often comes down to settlement speed into a German bank account and which local payment methods, such as instant transfers or a bank-run wallet like Wero, the provider supports next to card schemes.

Finance Loop and payments in Frankfurt
Finance Loop is the meeting place for payments people in Frankfurt: bankers, payment institution staff and the fintechs that sell to them. It is built in collaboration with TechQuartier, the same hub where the Frankfurt Payments Network now runs part of its program.
Finance Loop supported the Bybit EU x Circle Roadshow at TechQuartier, with panels on stablecoins, USDC and EURC, and is a strategic partner of the Digital Euro Association, host of the Digital Euro Conference in Frankfurt. During Sibos 2025, Finance Loop organized a side event at TechQuartier across from Messe Frankfurt on payments and blockchain, with keynotes by Frankfurt Main Finance and OKX Institutional. Finance Loop supports When Banks Say 'No', a half-day seminar at the NEXTOWER on sanctions, de-risking and international payment flows. AllUnity hosts Capital & Code, a Frankfurt conference on stablecoins, tokenized funds and payments, with Finance Loop as media partner of Capital & Code 2026, and the Frankfurt Forum on Digital Assets and Applications had a panel on payments in DLT-based markets with the Bundesbank, Deutsche Bank, Commerzbank, DZ Bank and AllUnity. A survey by the Center for Financial Studies at Goethe University Frankfurt found that about two thirds of the finance professionals it asked expect low customer acceptance of the digital euro.
